Standing Orders

Warleggan Parish Standing Orders

(adopted April 19, 2011)

 

  1. Membership: All voters in the parish shall be entitled to attend and to propose, second and vote on resolutions and amendments. The Chairman may from time to time invite individuals from outside the parish to attend and speak if he deems this helpful to the Meeting
  1. The quorum for a Parish Meeting shall be a Chairman, Clerk/Treasurer and at least six parish residents.
  1. Voting: Resolutions and amendments at Parish Meetings and sub-committees must be proposed, seconded and voted. Voting will generally be by a show of hands, except in the case of voting for members of the Planning Sub-Committee (see Item 6, below).
  1. Amendments are for amending proposed resolutions, not for “killing” them. (That is done by voting against the resolution.) So an amendment should be voted on first. If it is passed it becomes part of the proposed resolution to be voted on.
  1. The Chairman and Clerk of the Parish Meeting may vote if they wish – at both Parish Meetings and at any sub-committees they attend. The Chairman may, if he wishes, have an additional casting vote in the event of a tie.
  1. Planning Sub-Committee: Voting for membership of the Planning Sub-Committee shall take place at the AGM by secret ballot of all parish voters attending. This may be done by voting slips handed out by the Clerk. Those willing or wishing to stand for that Sub-Committee must let the clerk know four days before the AGM – at which they must also be proposed and seconded. Those elected (or subsequently co-opted) must immediately promise publicly to abide by Standing Orders and the Code of Conduct adopted by the Parish Meeting and as amended from time to time. All Sub-Committee members shall be supplied with a copy of these, which will govern the proceedings of the Sub-Committee. A quorum for this Sub-Committee shall be a Chairman, Clerk and four elected members. Voting will generally be by show of hands. Before any vot, a member of the Sub-Committee may ask for a recorded vote, in which case the Clerk will record each individual’s vote.
  1. Conduct: For the efficient conduct of business, the Chairman must ensure that all residents attending Parish Meetings and those of its sub-committees adhere to its Standing Orders and Code of Conduct as appropriate.
  1. No cheque may be signed unless it is made out to a payee.
  1. The Chairman and Clerk/Treasurer shall be signatories to cheques, which shall bear both signatures.
  1. An internal audit shall be carried out annually.
  1. The Clerk/Treasurer shall present to each Parish meeting a bank and petty cash reconciliation.
  1. The Clerk/Treasurer shall carry out all procedures required for the annual audit.
  1. The Clerk/Treasurer shall not carry out any financial transaction unless it has been sanctioned by a resolution of the Parish Committee.
